"...through the eyes of J.N. Paul, at what might be called Howard County's founding moment. On a pleasant winter day in 1871 , Paul rode with Frank North into what is now the St. Paul area. They stopped and admired the view to the East, of cottonwoods along the river (North and Middle Loup Rivers converge here). Paul wrote almost poetically about the moment: "As the sun came up bright and clear, every weed and grass and stem and leaf and tree was covered with ice." He and North began almost immediately to consider the possibilities of developing the area."

St. Paul boasts an excellent educational system and medical community. There is quality housing and there are pleasant tree-shaded streets. A historic main street, with a famous Baseball Museum and a block-long Historical Village nearby, is situated near the beautiful Howard County Courthouse, which is on the National Register of Historic Places. Historical markers for a favorite baseball hero and a 100+ year old church are on or near Main Street (actually called Howard Avenue) An annual festival in honor of baseball great, Grover Cleveland Alexander, is held the weekend following Fourth of July. During that festival, Rotary, PEO, community foundations, dances, a community theatre group, active school sports and musical events provide constant entertainment throughout the GCA Days weekend each year.
